Python Version and VFX Platform 2023

Hello. I was hoping to clarify what version of Python is considered the minimum supported version. This commit says that the supported versions have been updated to VFX Platform 2023 which would be Python 3.10.

VERSIONS.md lists the test environment as Python 3.9, which matches the version in the GitHub Workflow.

The pypi configuration supports as old as Python 3.8.
