Proposal: Allowing Alternate Implementations of Lib Work

Hi everyone,

I’ve posted a PR proposal for abstracting the work API to allow users to provide their own backends for lib work. Note that this work is currently underway and expected to be delivered by the next release, but we want to consider any concerns or suggestion that anyone might have.
