Removing support for HDF5 from build_usd.py

Hi all,

We will be removing support for building the HDF5 library and enabling support for that backend in the USD Alembic file format plugin (usdAbc) from build_usd.py in the next OpenUSD release (tentatively v25.08).

This change does not remove support for HDF5 from usdAbc. However, any users wishing to enable support will need to build the HDF5 library and hook it up to the OpenUSD build themselves instead of using the build script. Documentation for the latter can be found in BUILDING.md.
