OpenUSD v24.08 released!

Hi all,

OpenUSD v24.08 has been officially tagged and released on GitHub. Please see the release notes for details on what’s new.

We hope to see those of you attending SIGGRAPH next week at the various USD courses and BoFs!

## [24.08] - 2024-07-25

OpenUSD is now licensed under the Tomorrow Open Source Technology license. This
is a renaming of the license, but the terms and conditions are the same as
before. See [this forum post](https://forum.aousd.org/t/upcoming-openusd-license-update/1561) 
for details.

### Build

- boost is now an optional dependency that is only required for building Python 
  bindings.

- Added support for optionally building with oneTBB.
