[New PR](https://github.com/PixarAnimationStudios/OpenUSD-proposals/pull/59) for changes to the USD Anim proposal.

- Only floating-point scalar splines now; no longer proposing “series”, as we think they duplicate time samples.

- Intensive nerdy treatment of “regressive splines” that go backward in time.
