There are some specific types of plugins that are loaded by USD under the hood. I’m thinking the usdview plugins, or the asset resolvers, etc. In general, is there a way to make a plugin load as soon as the PlugRegistry is aware of it?

No, unlike Maya’s plugin manager, there is not currently any “auto load” ability with PlugRegistry.
